New Construction Law Affects Schedules/Budgets

Recently enacted school construction legislation (Act 628) means school districts should build more time into their construction schedules to accommodate additional reviews and periodic inspections. They may also have to earmark additional dollars to cover the increased cost of meeting the new State requirements.

The legislation applies to plan reviews and construction inspections for all public school construction projects funded with MI Department of Treasury bonds approved after July 2003.

Required under the new legislation, is a separate plan review and building inspection by the Bureau of Construction Codes (including structural and mechanical systems not previously required), in addition to the existing fire code review/inspection by the Office of Fire Safety. Plans must conform to both sets of codes.

For those public school construction projects financed with non-bond funds (e.g. sinking fund dollars), compliance with Act 0628 is effective immediately. Compliance is also effective immediately for any private and charter school construction projects.
